Britain and France Will Dispatch Forces to Ukraine if a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The UK and France have signed a statement of purpose concerning the positioning of armed personnel in the nation in the event a ceasefire be concluded with Russia, the Prime Minister of Britain, Keir Starmer, has announced.

Subsequent to talks with allied nations in Paris, he said that the two nations would "set up defense centers in various parts of Ukraine and erect protected facilities for military hardware and military equipment" to discourage any future incursion.

The allied nations also suggested that the US would play the primary role in overseeing a truce.

The Kremlin has consistently warned that any external forces in Ukraine would be considered a "acceptable aim", but has as yet not issued a statement on this latest announcement.

The Situation and Continuing Conflict

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Russia presently controls about 20% of Ukrainian territory.

"This represents an essential component of our commitment to support Ukraine for the duration," stated Starmer.

National leaders and senior officials from the "Coalition of the Willing" took part in Tuesday's talks.

He stated at a combined announcement, he added: "It establishes the framework for the operational parameters under which British, French, and partner forces could work on the ground in Ukraine, protecting Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the future."

The UK prime minister added that Britain would participate in any US-led monitoring of a prospective cessation of hostilities.

Security Guarantees and Negotiation Stances

Top US negotiator Steve Witkoff stated that "lasting safety pledges and strong prosperity commitments are vital to a permanent resolution" in Ukraine – mentioning a key condition made by Kyiv.

Witkoff indicated the partner nations had "substantially agreed on" their work on finalizing such assurances "so that the Ukrainian people know that when this war ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also took part in the negotiations.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's allies had made "major advances" at the meeting.

He said that "robust" safety pledges for the Ukrainian government had been agreed in the event of a possible ceasefire.

President Volodymyr Zelensky stated that a "significant development" had been made in Paris, but added that he would only view efforts to be "adequate" if they resulted in the conclusion of the war.

Last week, he said a peace agreement was "largely prepared". Agreeing on the remaining 10% would "shape the future of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the heart of ongoing disputes for diplomats.
  • Putin has often said that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas or Russia will occupy it, dismissing any concession over how to finish the war.
  • Zelensky has thus far rejected ceding any territory, but has suggested that Ukraine could move its forces to an designated point – but only if Russia reciprocates.

Russia presently holds about 75% of the Donetsk region and around 99% of the neighbouring Luhansk. The two regions form the industrial region of Donbas.

The original US-led 28-point framework that was extensively reported to the media last year was viewed by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.

This led to a period of intensive diplomacy – with Ukraine, the US and European leaders trying to amend the draft.

Last month, Ukraine sent the US an revised framework – as well as distinct documents detailing prospective defense assurances and arrangements for Ukraine's reconstruction, he stated.
