Zelensky Asserts Absence of Clear Security Pledge from European Partners

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide sound guarantees that they will defend Ukraine in the event of a future Russian attack.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, full security guarantees have not been agreed. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be sent.

Allies proposed that the US would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

Moscow has not yet commented on the declaration made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to support Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.

"But as long as we lack such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely primarily on your own strength."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Last week, Zelensky said a settlement was "90% ready".

Questions of land and defense pledges have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Moscow currently controls about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
